Requirements September 1989 until January 1998
- Be active in your troop and patrol for at least 4 months as a First Class Scout.
- Show Scout spirit.
- Earn six merit badges, including any four from the required list for Eagle.
- While a First Class Scout, take part in a service projects totaling at least 6 hours of work. These projects must be approved by your Scoutmaster
- While a First Class Scout, serve actively four months in one of of the following positions of responsibility (or carry out a Scoutmaster-assigned leadership project to help the troop): patrol leader, senior patrol leader, asssistant senior patrol leader, den chief, scribe, librarian, historian, quartermaster, bugler, chaplain aid, instructor, junior assistant Scoutmaster, troop guide, Varsity team captain, or Venture crew chief.
- Take part in a personal growth agreement conference.
Requirements January 1998 until April 1999
- Be active in your troop and patrol for at least 4 months as a First Class Scout.

- While a First Class Scout, serve actively four months in one of of the following positions of responsibility (or carry out a Scoutmaster-assigned leadership project to help the troop): Boy Scout Troop: patrol leader, assistant senior patrol leader, troop guide, den chief, scribe, librarian, historian, quartermaster, bugler, junior assistant Scoutmaster, chaplain aid, instructor or, Venture patrol leader. Varsity Scout Team: Captian, cocaptain, program manager, squad leader, team secretary, librarian, historian, quatermaster, chaplain aid, instructor, or den chief. Venturecrew/ship: President, vice president, secretary, treasurer, boatswain, boatswain's mate, yeoman, purser, or storekeeper.
